    Hi all - seeking a referral to an Economist who can calculate the fiscal impact of a highway project.  Open to individual consultants and/or consulting firms.

    Dear Dr. Beam,
    it was good to read your interesting and challenging question in INFORMS Connect.
    In fact, I am not an immediate expert in the fiscal system, especially in such huge public projects in the US. (In fact, I am a German at a Polish university.) 
    After consideration I think that my friend Prof. Matthias Amen (professor of accounting) might consider and advice, of name a US expert in the broader field:
