Good afternoon, INFORMS -
The White House Office of Science and Technology Policy (OSTP) has issued a significant Request for Information (RFI) seeking public input on how to strengthen and accelerate the American scientific enterprise. This is a broad, high-level inquiry into the federal policies, structures, and mechanisms that shape how the U.S. conducts research, develops technology, and moves innovation from discovery to real-world impact.
This RFI is an opportunity for our members of our community to weigh in on how the federal government can modernize, streamline, and better support the work we do across research, education, workforce development, and technology translation.
Deadline for public comments: December 26, 2025 at 11:59 p.m. ET
Why this matters for INFORMS members
OSTP is asking for input on areas where our disciplines have a direct stake:
-
advancing high-risk, high-reward research;
-
optimizing federal grantmaking through metascience;
-
strengthening tech transfer, commercialization pathways, and regional innovation ecosystems;
-
accelerating AI-enabled scientific discovery;
-
building a strong STEM workforce and expanding national talent pipelines;
-
removing statutory and regulatory barriers that slow research and innovation;
-
improving collaboration across universities, industry, federal agencies, and technical workers.
These are all domains where operations research and analytics provide essential capability and where INFORMS members have deep expertise that deserves to be heard.
What OSTP is seeking
OSTP invites input from researchers, academic institutions, professional societies, industry, and scientific stakeholders on issues including:
-
Public–private partnerships and federal funding mechanisms
-
Translating scientific breakthroughs into applied technologies
-
Regional innovation ecosystems and place-based development
-
Empowering small- and medium-sized businesses as innovators
-
Applying metascience insights to improve federal grantmaking
-
Incentivizing high-risk, high-reward research
-
New institutional models for research beyond universities
-
How AI will transform scientific research and the workforce
-
Regulatory and policy barriers that impede scientific progress
-
Digital tools and distributed research models to expand talent
-
Collaboration between scientists, engineers, and technical workers
-
Equitable access to the benefits of federally funded research
-
Research security and compliance burdens
