    Dear Colleagues,

    It is our pleasure to announce the finalists of the 2023 Public Sector Operations Research Best Paper Award competition. We received a record number of 72 submissions this year from many different areas of Public Sector topics. It was truly an impressive set of papers. We are very thankful to the many judges who devoted considerable effort to helping us through two rounds of judging.
     
    We will announce the contest winner and an honorable mention at the PSOR Business Meeting/Breakfast at the upcoming INFORMS annual meeting on Monday, October 16th, from 8 a.m. to 9:30 a.m. Please plan on attending the PSOR Best Paper Competition Session on October 16, 2023, 2:15 PM - 3:30 PM at CC-West 102A, where you will be able to see the five finalists presenting their papers.
     
    Here are the five finalists (listed alphabetically by title):
    1. Dynamic Budget Allocation for Public Health Procurement: A Multi-Product Inventory Model with Partial Backlogging. Iva Rashkova (Olin Business School, Washington University of St. Louis), Jérémie Gallien (London Business School).
    2. Food Subsidies at the Base-of-the-Pyramid: Take-up, Substitution Effects and Nutrition. Ali Aouad (London Business School), Kamalini Ramdas (London Business School), Alp Sungu (London Business School).
    3. Leapfrogging for Last-Mile Delivery in Health Care: Drone Delivery for Blood Products in Rwanda. Harriet Jeon (The Wharton School, University of Pennsylvania), Claudio Lucarelli (University of Pennsylvania), Jean-Baptiste Mazarati (University of Global Health Equity, Rwanda), Donatien Ngabo (Ministry of Health, Rwanda), Hummy Song (The Wharton School, University of Pennsylvania).
    4. Planning Bike Lanes With Data: Ridership, Congestion, and Path Selection. Sheng Liu (Rotman School of Management, University of Toronto), Auyon Siddiq (Anderson School of Management, The University of California, Los Angeles), Jingwei Zhang (Anderson School of Management, The University of California, Los Angeles).
    5. Treatment Planning of Victims with Heterogeneous Time-sensitivities in Mass Casualty Incidents. Yunting Shi (Antai College of Economics and Management, Shanghai Jiao Tong University), Nan Liu (Carroll School of Management, Boston College), Guohua Wan (Antai College of Economics and Management, Shanghai Jiao Tong University).
