Dear Colleagues,
It is our pleasure to announce the finalists of the 2023 Public Sector Operations Research Best Paper Award competition. We received a record number of 72 submissions this year from many different areas of Public Sector topics. It was truly an impressive set of papers. We are very thankful to the many judges who devoted considerable effort to helping us through two rounds of judging.
We will announce the contest winner and an honorable mention at the PSOR Business Meeting/Breakfast at the upcoming INFORMS annual meeting on Monday, October 16th, from 8 a.m. to 9:30 a.m. Please plan on attending the PSOR Best Paper Competition Session on October 16, 2023, 2:15 PM - 3:30 PM at CC-West 102A, where you will be able to see the five finalists presenting their papers.
Here are the five finalists (listed alphabetically by title):
- Dynamic Budget Allocation for Public Health Procurement: A Multi-Product Inventory Model with Partial Backlogging. Iva Rashkova (Olin Business School, Washington University of St. Louis), Jérémie Gallien (London Business School).

- Treatment Planning of Victims with Heterogeneous Time-sensitivities in Mass Casualty Incidents.
