The Journal of Environmental Forensics just published a paper I wrote on how to allocate cleanup costs among polluters.
In it, I use an adaptation of the Banzhaf Power Index to allocate cost (using this modified "power index"). Also, instead of each member having a single voting share, each polluter has several "risk shares" for different risks (e.g., cancer, liver damage, etc) and a coalition is "winning" if at least one risk is unacceptable in a given coalition.
The polluter with the most "voting power" therefore had the most impact on the need to clean up the site, and the power quantifies the relative influence of the members.
