    U.S. Federal Policy Update 

    • The Department of Health and Human Services made COVID-19 state testing plans for May and June publicly available. These plans serve as a roadmap for each state's testing strategy for SARS-CoV-2, the virus that causes COVID-19.
    • The Department of Defense announced $84.4 million in Defense Production Act Title III COVID-19 actions, including $13.4 million in investments to the U.S. small unmanned aerial system industrial base, $15 million in an agreement with Leo Labs to strength the domestic space industrial base, and $56 million to support the domestic shipbuilding industrial base.

     

    Global Response 

    • The World Health Organization announced that they are dispatching a team to "advance the understanding of animal hosts for COVID-19 and ascertain how the disease jumped between animals and humans."
    • The British government announced that they would be relaxing the self-quarantine requirement for travelers entering the UK from a list of 58 countries – which notably does not include the U.S. UK Prime Minister Boris Johnson also announced that he wants the government "to be stricter in insisting that people wear face coverings."
    • The Australian Therapeutic Goods Administration announced that they have granted provisional approval to remdesivir to be used as the first treatment option for coronavirus in Australia. 
    • Italian Prime Minister Giuseppe Conte announced that the country is likely to extends its state of emergency due to the COVID-19 pandemic.
    • Hong Kong officials announced that they fear that they are entering the "third wave" of the coronavirus pandemic, and have thus moved to close all schools – effective this upcoming Monday. They are also implementing restrictions on restaurant capacities, and are considering other mandates.

     

    State Update 

    • Michigan Governor Gretchen Whitmer issued an executive order mandating that businesses deny service and entry to customers who refuse to wear facial coverings. She also sent a letter to President Trump requesting that he authorize the use of the National Guard through December 31st – writing that they "will continue to require the Michigan National Guard to perform humanitarian missions across the state, such as helping run mobile screening facilities, testing, distributing food and medical supplies, ensuring resiliency of supply lines, disinfecting public spaces and supporting public safety when required."
    • New York Governor Andrew Cuomo issued a statement announcing that they would send a shipment of remdesivir to Florida to help the state care for their COVID-19 cases.
    • Nevada Governor Steve Sisolak stated that he is issuing an executive order shutting down bars in specific counties with surging coronavirus cases – especially in Clark County (Las Vegas) and Washoe County (Reno). 
    • Mississippi Governor Tate Reeves signed an executive order mandating enhanced restrictions for thirteen counties that have been identified as COVID-19 hotspots. The order requires the counties' residents to wear masks when outside their homes and to limit social gatherings to no more than 10 people. 
    • Rhode Island Governor Gina Raimondo announced that the state would be introducing an initiative next week to help residents avoid being evicted during the coronavirus pandemic. 
    • Texas Governor Greg Abbott placed elective surgeries on hold for an additional 100 Texan counties, expanding the scope of the ban on such procedures for almost the entire state.
    • South Carolina Governor Henry McMaster announced that bars and restaurants in the state are banned from selling alcohol after 11 PM, in an attempt to counter against "many of the young people in the state [that] seem not to be taking the virus as seriously as they should."
    • Due to a recent uptick in coronavirus cases, Atlanta Mayor Keisha Lance Bottoms announced that she is planning to move the city's reopening process back to phase one – calling for all residents to stay home except for essential purposes. This move was met with criticism from Georgia Governor Brian Kemp, who stated that the "action is merely guidance - both non-binding and legally unenforceable."

    Economic Update

    • U.S. stocks were on the rise today, with all three indices reporting gains. The Nasdaq Composite rose by 0.6%, the Dow Jones Industrial Average by 1.4%, and the S&P 500 by 1.0%.
