Introduction

Analytics for the public sector involves the application of operations research and statistical techniques to solve various problems existing outside of the private sector.  These public sector applications are concerned with the design and operation of systems for local, state and federal governments; criminal justice; education; energy and natural resources; health care; homeland security; sports; the military; and emergency response among other areas.  Methodologies employed include those derived from the areas of optimization, simulation, decision analysis, problem structuring, analytical modeling techniques, statistical analysis, and data mining.  The use of analytics for the public sector results in more efficient and effective services for the clients/users of these systems.

Objective

This book will seek to provide the most recent case studies, theoretical articles, conceptual frameworks, and review papers for the operation and design of systems in the public sector.  As noted by Edward Kaplan in a recent INFORMS Editor Cuts (see: https://pubsonline.informs.org/editorscut/publicsector/intro, accessed January 10, 2018)

…many of the public sector problems felt most acutely today differ from those of the past. For example, the HIV epidemic, terrorism and homeland security, illicit drugs, chronic diseases linked to poor nutrition and obesity, and the importance of satisfying individual preferences in the provision of public services while improving their efficiency, have led to new interventions and programs and new operations research methods for modeling and evaluating their results.

These new analytical methods (and associated software) are being continuously developed for the operation and design of public sector systems.  These improved methodologies are important in addressing the endemic difficulties associated with the design and operation of these systems, including multiple conflicting objectives, uncertainties and resulting risk, ill-structured nature, combinatorial design aspects, and scale.

Target Audience

The target audience of this book includes professionals, researchers, faculty, and graduate students with an interest in the research and application of analytics in the public sector.  Public sector applications include those that involve the application of analytics to operations and strategic decision making in local, state and federal governments; criminal justice systems; education; health care (including public health); energy and natural resources; waste management; homeland security; emergency response; sports; and the military among other areas.  Within a university setting, faculty and students from departments/schools of industrial and systems engineering, management, public health, urban studies, law, criminal justice, social work, mathematics, economics, etc. will have an interest in this publication.

Recommended Topics

Case studies, theoretical articles, conceptual frameworks, and review papers addressing the use of analytics for the operation and/or strategic design of systems in the public sector are invited for submission.  More specifically, papers involving the use of optimization, simulation, decision analysis, problem structuring, analytical modeling techniques, statistical analysis, data mining and other analytical methods for the design and operation of systems employed in the following nonexclusive list are invited: local, state, and federal governments; criminal justice; education; health care (including public health); energy and natural resources; waste management; homeland security; emergency response; sports; and the military.

Submission Procedure

Researchers and practitioners are invited to submit, on or before April 30, 2018, a chapter proposal of 500 to 1,000 words clearly explaining the mission and concerns of his or her proposed chapter. Authors will be notified by May 10, 2018 about the status of their proposals and sent chapter guidelines. Full chapters are expected to be submitted by June 30, 2018, and all interested authors must consult the guidelines for manuscript submissions at

prior to submission. All submitted chapters will be reviewed on a double-blind review basis. Contributors may also be requested to serve as reviewers for this project.

Note: There are no submission or acceptance fees for manuscripts submitted to this book publication, Analytics, Operations, and Strategic Decision Making in the Public Sector. All manuscripts are accepted based on a double-blind peer review editorial process.
