    Federal Policy Update 

    • House Speaker Nancy Pelosi (D-CA) published a statement earlier this evening – writing that she had met with Treasury Secretary Steven Mnuchin this morning, during which they "had an extensive conversation" and "found areas where [they] are seeking further clarification." While the statement indicated that they would bring the updated Heroes Act to the floor for a vote tonight, House leadership later decided to delay the vote.
    • The Department of Health and Human Services announced that they've entered five cooperative agreements with health information exchange organizations (HIEs) to "help support state and local public health agencies in their efforts to respond to public health emergencies, including disasters and pandemics such as COVID-19."
    • The Labor Department published a new update detailing frequently asked questions about reporting work-related cases of COVID-19.
    • The Centers for Disease Control and Prevention released their updated national ensemble forecast, projecting that between 219,000 – 232,000 Americans will have passed away from COVID-19 by October 24th. The ensemble forecast compiles models from over 36 different models.

    State Update

    • Mississippi Governor Tate Reeves (R) announced that the statewide mask mandate will be removed as of today, except for in schools. However, he still encouraged that all state residents should wear masks in public spaces.
    • Tennessee Governor Bill Lee (R) lifted all COVID-related restrictions on large gatherings and businesses, as of today. He stated that he "doesn't want any business to have any reason to not function as fully as they possibly can."
    • New Jersey Governor Phil Murphy (D) announced that the state's positivity rate has now reached 3%, which is the highest it's been since mid-July.
    • Nevada Governor Steve Sisolak (D) increased the limit on public gathering attendance from 50 to 250 attendees, but venues are still encouraged to not surpass 50% of their capacity.
    • Georgia Governor Brian Kemp (R) signed an executive order that extended the state's declaration of emergency and current COVID-19 protocol through November 9th. 
    • New York City Mayor Bill de Blasio (D) cautioned that there will be "rigorous inspections" as the state reopens indoor dining at 25% capacity today.

     

    Global Response

    • The Spanish government announced that they would implement new COVID-19 restrictions on all municipalities that have over 500 coronavirus cases per 100,000 people in the past two weeks. 
    • North Korean Ambassador to the United Nations Kim Song told the UN General Assembly that there are now "a series of state measures being  taken to block the virus inflow into the country, and all people adhere strictly to anti-epidemic regulations while maintaining the highest alert."

    Economic Update

    • U.S. stocks were on the rise today, with all three indices closing with gains. The Nasdaq Composite increased by 0.74%, the S&P 500 by 0.83%, and the Dow Jones Industrial Average by 1.20%.
