    U.S. Federal Policy Update
     

    • Reports have emerged that discussions are resuming for another coronavirus relief package. These reports indicate that Democrats – led by Speaker Nancy Pelosi (D-CA) – have begun work on a $2.4 trillion draft measure, with various House committee chairs working on different pieces of the measure. To this end, Speaker Pelosi's spokesperson announced that she spoke with Treasury Secretary Steven Mnuchin this afternoon regarding the package – stating that "the two agreed to continue their conversation in the days ahead."
    • The Food & Drug Administration published an updated FDA Covid-19 Response At-A-Glace Summary, which "provides a quick look at facts, figures and highlights of the agency's response efforts."
    • The Treasury Department published a statement on the G7 Finance Minister meeting regarding their Debt Service Suspension Initiative – emphasizing that the countries "remain committed to working together to support the poorest and most vulnerable countries as they address health and economic challenges associated with COVID-19."
    • U.S. Southern Command (SOUTHCOM) issued a statement entitled "Partnership in the Americas: U.S. Embassies Team Up with U.S. Southern Command to Fight COVID-19," detailing SOUTHCOM's coordinated responses to the COVID-19 pandemic.

    State Update 

    • Florida Governor Ron DeSantis (R) announced that he is moving the state into the third phase of reopening, with restaurants and bars slated to reopen at 100% capacity. He explained that "there will not be limitations, from the state of Florida."
    • Michigan Governor Gretchen Whitmer (D) announced that the state's movie theaters, bowling alleys, and arcades will reopen in two weeks – starting October 9th. 
    • Virginia Governor Ralph Northam (D) announced that he and his wife have both tested positive for COVID-19.
    • Data from Johns Hopkins University announced that California is officially the first state to pass 800,000 coronavirus cases.
    • New York City Bill de Blasio (D) announced that the city's outdoor dining expansions will be made permanent and year-round, "for years to come."

     

    Global Response 

    • South Korean Health Minister Park Neung-hoo announced that the country will implement enhanced social distancing measures to run from September 28th to October 11th. These strengthened measures will impact capacity at restaurants and cafes, social distancing at gatherings, and more.
    • Brazilian President Jair Bolsonaro signed on to a provisional decree that allows the country to join COVAX – the World Health Organization's effort to distribute the COVID-19 vaccine.
    • The Russian Sovereign Wealth Fund announced that they have entered an agreement to supply 35 million doses of the Sputnik V vaccine to Uzbekistan.
    • Scottish First Minister Nicola Sturgeon announced that students in the country will be banned from restaurants and bars, due to their recent uptick in coronavirus cases.

    Economic Update

    • U.S. stocks were on the rise today, with all three indices closing with gains. The Nasdaq Composite rose by 1.34%, the S&P 500 by 1.60%, and the Dow Jones Industrial Average by 2.26%.
