    U.S. Federal Policy Update

    • Treasury Secretary Steven Mnuchin, White House Chief of Staff Mark Meadows, and Senate Appropriations Committee Chairman Richard Shelby (R-AL) announced that they had reached a deal on funding for the highly anticipated fourth coronavirus relief package – which Chairman Shelby stated could be unveiled as early as tomorrow. They confirmed that the package will include $105 billion for reopening schools, approximately $16 billion for testing capabilities, and other provisions ranging from liability protections to additional funding for the Paycheck Protection Program. Secretary Mnuchin stated that they've "had three days of meetings, and [they're] completely on the same page."
    • The Departments of Health & Human Services and Defense announced an agreement with pharmaceutical company Pfizer Inc. for "large-scale production and nationwide delivery of 100 million doses of a Covid-19 vaccine in the United States following the vaccine's successful manufacture and approval."
    • The White House published a fact sheet regarding efforts from President Trump to "make it a priority of the administration's COVID-19 response to protect America's most vulnerable seniors."

     

    Global Response 

    • United Kingdom Prime Minister Boris Johnson announced that he is preparing the government for a four-way crisis in the winter, emphasizing that they will have to deal with a second coronavirus spike, the seasonal flu, winter floods, and disruptions resulting from the UK's transition out of the European Union. 
    • Brazilian President Jair Bolsonaro announced that he has continued to test positive for COVID-19, ever since his initial test came back positive on July 7th. 
    • Hong Kong federal officials are mandating masks in public indoor areas, and also requiring travelers to test negative prior to flying into the territory. 

     

    State Update 

    • Indiana Governor Eric Holcomb announced that he would implement a statewide mask mandate – effective this upcoming Monday. 
    • Oregon Governor Kate Brown announced that all citizens across the state would now be required to wear masks without any exceptions, and also that all restaurants and bars will now have to close by 10 PM. These new rules are going to take effect on Friday. 
    • Ohio Governor Mike DeWine issued a travel advisory for visitors from nine states, stating they will be required to quarantine for fourteen days upon arrival into Ohio. These states are: Alabama, Arizona, Florida, Georgia, Idaho, Mississippi, Nevada, South Carolina, and Texas. 
    • Minnesota Governor Tim Walz signed an executive order requiring residents to wear face coverings in all indoor businesses and public settings – effective on Saturday. 
    • Baltimore City Mayor Bernard "Jack" Young signed an executive order suspending indoor dining and requiring masks in the city – effective on Friday evening. 
    • The Seattle Public Schools system announced that they are recommending that schools begin their 2020-2021 school year remotely, following "the remote instruction model until the risk of significant transmission of Covid-19 has decreased enough to resume in-person instruction."

    Economic Update

    • U.S. stocks closed today with all three indices reporting minor positive increases. The Nasdaq Composite rose by 0.24%, the S&P 500 by 0.57% and the Dow Jones Industrial Average by 0.62%.
