    Increasing Understanding and Use of Risk-based Decision Making

    Summary:

    Risk-based decision-making (RBDM) is a term that is used frequently as an aspirational goal in health, engineering, environmental science and regulatory settings. The term is gaining wide acceptance and implies a level of rigor and focus that many decision makers and stakeholders are interested in pursuing. However, it is unclear exactly what is meant by this term. In the literature, a wide range of criteria are used to characterize a decision process as being "risk-based." This study summarizes peer-reviewed and gray literature from the last fifty years in the agricultural, environmental and medical areas that uses this term. A foundational definition is proposed to represent the most fundamental use of the term "risk-based decision making" as reflected in this literature, with three branches identified covering the additional concepts that are presented. The results from this research will inform practitioners interested in following the principles of risk-based decision making, and will help guide researchers who are interested in advancing this approach. The most immediate use will be to guide the development of a roadmap for a risk-based food safety system for Low and Middle Income countries, to aid the global food safety community in moving in this direction.

    Kara M Morgan, Associate Director, Center for Foodborne Illness Research and Prevention, Ohio State University.

    Kara has spent over twenty years working at the interface of science, policy, data, and decision making. She is currently the Associate Director of the Center for Foodborne Illness Research and Prevention at Ohio State University, helping to bring decision science practices to work on improving food safety. In her career, Kara has focused in the public sector on increasing the use of the tools of data-driven and value-based decision making. She earned her Ph.D. from the Department of Engineering and Public Policy at Carnegie Mellon University.

    Karen Jenni, Decision Scientist, U.S. Geological Survey (USGS)

    Karen Jenni is a decision scientist with the Science and Decision Center at the U.S. Geological Survey. She focuses primarily on work in the intersection of science and decision making, with a particular interest in energy and environmental policy issues. She is a Fellow and former Board Member of SDP, and currently serves as the Past President of the Decision Analysis Society of INFORMS.
