    U.S. Federal Policy Update
     

    • Late yesterday evening, the Senate came to a quick agreement to pass legislation that would extend the Paycheck Protection Program's authority – leaving the program open to applications from small businesses until August 8th (S. 4116). The bill was passed by unanimous consent in the Senate last night, followed by unanimous passage by the House this afternoon. The bill will now go to President Trump's desk, where he is expected to sign it into law. 
    • The White House published Vice President Mike Pence and Arizona Governor Doug Ducey's remarks from their briefing on the COVID-19 pandemic. 

     

    Global Response 

    • The United Nations Conference on Trade and Development released a report forecasting that the global tourism industry is set to lose at least $1.2 trillion in the wake of the coronavirus pandemic. 
    • The Swiss Federal Council announced that they are requiring masks on all forms of public transportation. 

     

    State Update 

    • At least 19 states in the U.S. have paused or delayed their reopening plans due to the recent surge in coronavirus cases. 
    • Oregon Governor Kate Brown announced that all residents of the state will be required to wear face coverings while outside their homes. 
    • Pennsylvania Health Secretary Rachel Levine signed an order this afternoon mandating that any resident leaving his or her home is required to wear a face covering – effective immediately. 
    • New York Governor Andrew Cuomo announced that the state would be putting on hold their plans to move the state forward to the next phase of reopening, which means that indoor dining will not reopen next week as scheduled. 
    • California Governor Gavin Newsom signed an executive order requiring that indoor operations be closed at all service-sector businesses in 19 counties (which make up 70% of the state's population).
    • Michigan Governor Gretchen Whitmer signed an order requiring that bars in the southern region of the state close their indoor operations.
    • Galveston Beach Patrol Chief Peter Davis announced that the city would be closing all beaches in the Texas beach city – from 5 AM on Friday through midnight on Monday. 


    Economic Update

    • U.S. stocks ended mixed today, with the three indices reporting various results. The Dow Jones Industrial Average fell by 0.3%, while the S&P 500 rose by 0.5%, and the Nasdaq Composite by 1.0%.
