    U.S. Federal Policy Update 

    • Senate Republicans officially unveiled their highly-anticipated $1 trillion fourth coronavirus relief package – the Health, Economic Assistance, Liability Protection, and Schools (HEALS) Act. The package is composed of several different pieces, including: liability protection component from Senator John Cornyn (R-TX), unemployment insurance provisions from Senator Chuck Grassley (R-IA), schools and workforce provisions from Senator Lamar Alexander (R-AL), a funding allocations piece from Senator Richard Shelby (R-AL), and a small business component from Senators Marco Rubio (R-FL) and Susan Collins (R-ME). Senate Majority Leader Mitch McConnell (R-KY) stated that the package "is a starting place," and there will be changes "as [they] have these discussions back and forth across party lines and with the administration."
    • The White House published a fact sheet on President Trump's efforts to "lead a once-in-a-generation effort to ensure Americans have access to a COVID-19 vaccine."
    • During his daily coronavirus briefing, President Trump called on governors not to reverse their reopening decisions, stating that he "really [does] believe that a lot of the governors should be opening up states that they're not opening."
    • White House National Security Adviser Robert O'Brien has tested positive for COVID-19.
    • Pharmaceutical company Pfizer announced that the Food and Drug Administration approved their plan to begin an advanced human testing phase of their trial for a coronavirus vaccine in the United States.

     

    Global Response 

    • World Health Organization Emergencies Programme Executive Director Mike Ryan encouraged local and national entities to be better coordinated in their coronavirus response. He stated that "it's striking that balance between what is national or federal strategy and what is local implementation that is important, as "the only people who really see what's happening are at the local level."
    • Hong Kong officials announced that they would mandate that all citizens wear masks in indoor and outdoor spaces – effective this Wednesday through August 4th, with a fine imposed for failure to follow the mandate. They have also closed down all in-person dining services, and banned any public gatherings of more than two people. 
    • The British government announced that they would mandate a two-week quarantine for all travelers entering the United Kingdom from Spain. 
    • The Moroccan government announced that five of their cities are going to be under lockdown due to recent surges in their coronavirus cases. 
    • German Health Minister Jens Spahn announced that the country would mandate coronavirus tests for all travelers returning to the country from certain "high-risk areas" – effective August 3rd. 
    • Over two weeks after he tested positive for COVID-19, Brazilian President Jair Bolsonaro announced that his latest test results came back negative. 
    • Bolivian interim president Jeanine Añez announced that she has been discharged from the hospital after having tested positive for coronavirus earlier this month. 

     

    State Update 

    • At least four states – Arkansas, Missouri, North Dakota, and Oklahoma – recorded their record highs of new daily cases today. This was led by Oklahoma, which reported 1,036 new cases. 
    • Florida Governor Ron DeSantis announced in a press conference that parents should get to make a choice regarding what mode of instruction they prefer for their children in the fall. 
    • New York Governor Andrew Cuomo announced that state officials announced 132 violations to bars and restaurants due to their lack of compliance with the recently-implemented coronavirus regulations over the weekend.

    Economic Update

    • U.S. stocks were on the rise today with all three indices reporting gains. The Nasdaq Composite rose by 1.7%, the S&P 500 by 0.7% and the Dow Jones Industrial Average by 0.4%.
