    U.S. Federal Policy Update 

    • The House Rules Committee moved forward a rules change that would allow for remote voting during the coronavirus pandemic, and the full House is set to vote on the change tomorrow. However, Senate Majority Leader Mitch McConnell (R-KY) criticized the move from the House to allow remote voting during the coronavirus pandemic, stating that Democrats worked to "jam through remote voting so they can continue to be counterproductive from the comfort of their homes." 
    • The Centers for Disease Control and Prevention published six decision trees, which are intended to help businesses, communities, camps, daycares, mass transit, and schools decide when and how to reopen.
    • Today's Labor Department data shows that almost 3 million Americans filed for unemployment last week, and the total is 36.5 million for the past two months.
    • President Trump announced that the administration will "be making an announcement on the World Health Organization shortly, probably next week some time."

     

    Global Response

    • The Mexican government announced that it will start opening county-by-county, beginning May 18th. After the first group of counties opens, the government will progress to reopening the rest of the country on June 1st.
    • U.N. Secretary General António Guterres released a statement calling on countries around the world to recognize that "mental health services are an essential part of all government responses to COVID-19."
    • Brazilian President Jair Bolsonaro criticized restrictions implemented by other countries, stating that "closing everything is the path to failure – to breaking Brazil."
    • French Prime Minister Edouard Philippe has announced an 18 billion euro plan to revitalize the country's travel industry. 
    • Northern Ireland First Minister Arlene Foster announced that their government is planning to ease some of their restrictions starting this Monday, May 18th. 
    • Japanese Prime Minister Shinzo Abe announced that the country would be lifting the state of emergency for a majority of their prefectures. Additionally, Japan's Health Ministry announced that they would begin distributing shipments of remdesivir to patients across the country.

     

    State Update 

    • Oregon Governor Kate Brown announced that a majority of the counties in the state would be authorized to begin reopening their businesses.
    • Speaking at an event in Pennsylvania today, President Trump encouraged residents that they "have to get [their] governor to start opening up a little bit," as there are "areas of Pennsylvania that are barely affected and they want to keep them closed."
    • Florida Governor Ron DeSantis announced that Miami-Dade and Broward counties would be allowed to reopen as part of phase one of the state's reopening plan beginning Monday, May 18th. 
    • Ohio Governor Mike DeWine announced that gyms, pools, campgrounds, and horse racing will be able to reopen for business next week, while still adhering to distancing protocols. 
    • The Wisconsin Supreme Court voted to strike down the decision made by Governor Tony Evers (D) to extend the state's stay-at-home order. The vote requires Governor Evers to now work with the state's Republican-led legislature to make broad decisions regarding Wisconsin's response to the pandemic.
    • New York City Mayor Bill de Blasio stated that the city is attempting to reopen the retail and restaurant sectors by next month, with appropriate social distancing protocols in place.
    • Kentucky Governor Andy Beshear announced that the state would permit gatherings of 10 people or less to resume, beginning May 22nd. 

     

    Economic Update (as of close of the markets)

    • U.S. stocks were on the rise today, with all three indices closing the day with gains. The Dow Jones Industrial Average climbed by 1.6%, the S&P 500 by 1.2%, and the Nasdaq Composite by 0.9%.
