    U.S. Federal Policy Update 

    • The Senate Committee on Banking, Housing, and Urban Affairs announced that Treasury Secretary Steven Mnuchin and Federal Reserve Chairman Jerome Powell will appear before the committee to provide testimony for their quarterly CARES Act report to Congress.
    • The Department of Defense awarded contracts worth $335 million to nine American businesses, specifically for the delivery of 73 million COVID-19 disposable isolation gowns by January 2021.

    State Update 

    • The Federal Emergency Management Agency announced that they had provided $9.8 million to Illinois for the state's Emergency Management Agency, with the funds intended to cover the costs of temporary healthcare workers deployed to long-term care facilities in response to the pandemic.
    • South Carolina Lieutenant Governor Pamela Evette (R) announced that she has tested positive for COVID-19.
    • New York City Mayor Bill de Blasio (D) announced that the city is creating a "COVID-19 Response Situation Room" specifically for the state's Education Department – where they "will provide rapid response" and for "every test result where there is a need for action, it will go right to this central command headquarters."

     

    Global Response 

    • The World Health Organization (WHO) announced that they received the highest single-day increase in global infections since the start of the pandemic, with over 308,000 cases reported in the last 24 hours.
    • The Global Preparedness Monitoring Board – an independent entity convened by the WHO and the World Bank – published their annual report on the world's "collective failure" in handling the coronavirus. However, the entity emphasized that the world should still invest in COVID-19, writing that "it would take 500 years to spend as much on investing in preparedness as the world is losing due to COVID-19," and "each country should get an allocation of vaccine sufficient to cover at least 2% of its population."
    • Chinese Center for Disease Control and Prevention Director Gao Fu stated that there will be no need to vaccinate everyone against COVID-19, adding that it is most important for frontline workers to be vaccinated.
    • Indian Health Minister Harsh Vardhan announced that the government is potentially considering an "emergency authorization" to expedite the time required to approve a COVID-19 vaccine. He emphasized that the vaccine would still go through the necessary protocols, stating that this "is always done by adopting re-enforced safeguards so that people need not worry about safety."
    • Austrian Chancellor Sebastian Kurz warned that his country is entering another wave of the coronavirus pandemic, stating that "the number of infections is increasing from day to day" and they "are facing difficult months in the autumn and winter."
    • The Israeli government approved a countrywide lockdown, which will begin on Friday afternoon. The lockdown will mandate that schools, restaurants, and entertainment venues all close for at least an initial period of three weeks.
    • New Zealand Prime Minister Jacinda Ardern announced that she will be extending the country's current coronavirus restrictions for an additional week.
    • The South Korean Ministry of Health announced that they're planning to stockpile an additional 4 million sets of personal protective equipment by the end of the year.

    Economic Update

    • U.S. stocks were on the rise today, with the three indices closing with positive results. The Nasdaq Composite climbed by 1.87%, the S&P 500 by 1.27%, and the Dow Jones Industrial Average by 1.18%.
