    U.S. Federal Policy Update 

    • Senate Minority Leader Chuck Schumer (D-NY) and Senate HELP Committee Ranking Member Patty Murray (D-WA) released a white paper calling for $25 billion in funding to be allocated towards coronavirus vaccine production in the next relief package. They also suggested that the administration publish a comprehensive plan regarding "every phase of the vaccine enterprise" by August 7th. 
    • Senate Majority Leader Mitch McConnell (R-KY) announced this afternoon that he is planning to have draft coronavirus relief package legislation prepared when the Senate returns to session next week. He added that "no bill will pass the Senate without liability protection for everyone related to the coronavirus."
    • President Trump signed the Emergency Aid for Returning Americans Affected by Coronavirus Act (S. 4091) into law. The legislation increases the allocation of funds dedicated to assistance for repatriated U.S. citizens from $1 million to $10 million in the Department of Health & Human Services.
    • White House Economic Adviser Larry Kudlow stated that there could be a financial incentive for state and local entities if they reopen their school systems. He said in an interview that he "thinks the President would be willing to consider additional funding for state and local governments if the schools do reopen, so that is perhaps an incentive."
    • The Food and Drug Administration has granted "Fast Track" status to two companies for COVID-19 vaccines – Pfizer and BioNTech. Pending the success of the studies, the FDA announced that "the companies currently expect to manufacture up to 100 million doses by the end of 2020 and potentially more than 1.2 billion doses by the end of 2021."

     

    Global Response 

    • The UN's Food and Agriculture Organization published new research indicating that "possibly as many as 132 million people may go hungry in 2020 as a result of the economic recession triggered by COVID-19."
    • World Health Organization Director-General Tedros Adhanom Ghebreyesus cautioned that "there will be no return to the old normal for the foreseeable future," but added that "there is a roadmap to a situation where we can control the disease and get on with our lives."
    • British Health Secretary Matt Hancock announced that the UK government is planning to mandate that face masks be worn in all shops and supermarkets – effective July 24th. 
    • Amid a surge in coronavirus cases, the South African government announced that they are reimplementing their ban on alcohol sales and also their daily curfew from 9 PM to 4 AM. 
    • Hong Kong Chief Executive Carrie Lam announced that they are planning to tighten several travel and social distancing restrictions, including limiting public gatherings to no ore than 4 people and mandating that travelers test negative before boarding flights into the country.

     

    State Update 

    • California Governor Gavin Newsom announced that all of the state's restaurants, bars, wineries, movie theaters, and other entertainment venues must close down their indoor services.
    • New Mexico Governor Michelle Lujan Grisham announced that the state would re-implement a prohibition on indoor service at restaurants and breweries. Her executive order also tightens restrictions on gyms and close contact businesses – transitioning to only allowing 25% of their maximum capacity.
    • Oregon Governor Kate Brown announced expanded requirements for face coverings and limitations on social gatherings. The face covering mandate will now also apply to any "outdoor public spaces when six feet of distance cannot be maintained." Additionally, no more than 10 people can gather indoors. 
    • New York Governor Andrew Cuomo stated today that he is planning to issue an emergency health order that requires people traveling from their list of high-risk states to give contact information to local officials, in order to enforce the mandatory two-week quarantine.
    • Houston Mayor Sylvester Turner submitted a proposal to Texas Governor Greg Abbott requesting a two-week shutdown due to the uptick in COVID-19 cases. Mayor Turner stated that he thinks that they "are going to need to shut down for a period of time, or at the very minimum, to return to phase one."

    Economic Update

    • U.S. stocks were volatile today, with the three indices closed with mixed results. The Nasdaq Composite fell by 2.13% and the S&P 500 by 0.94%, while the Dow Jones Industrial Average rose by 0.04%.
