    U.S. Federal Policy Update
     

    • Senate Majority Leader Mitch McConnell announced this afternoon that he will be unveiling another coronavirus relief package in the next few weeks, "which will be a starting place" from which Senate Republicans will begin negotiations "with the administration and the Democrats and all the rest." However, he cautioned that he "can't comfortably predict that [Congress] will come together and pass it unanimously like [they] did a few months ago."
    • Immigration and Customs Enforcement released a new guidance, outlining changes to the ability of international students to study at U.S. institutions for the fall semester. The guidance outlines that the State Department "will not issue visas to students enrolled in schools and/or programs that are fully online for the fall semester nor will U.S. Customs and Border Protection permit these students to enter the United States."
    • The Small Business Administration and Department of Treasury released loan-level data on the 4.9 million Paycheck Protection Program loans that have been made.
    • Senate Finance Committee Chairman Chuck Grassley (R-IA) announced that he will not be in attendance at the Republican National Convention next month, stating that he "is not going to go because of the virus situation." He is the first Republican member of Congress to formally announce his intention to skip the event. 
    • National Institute of Allergy and Infectious Diseases Director Anthony Fauci emphasized the importance of facial coverings and social distancing measures, warning that this is a "serious situation" and the U.S. "is still knee-deep in the first wave" of the pandemic.
    • The Food and Drug Administration issued an emergency use authorization for a rapid COVID-19 test that produces results within 15 minutes – from medical technology company Beckton, Dickinson & Company.
    • White House Chief of Staff Mark Meadows stated that "the vast majority of people are safe from [coronavirus]," but "if [people] are over 80 years of age or if they have co-morbidities, then you need to be very, very careful."

     

    Global Response 

    • South Korean Centers for Disease Control and Prevention Director Jeong Eun-kyeong indicated that the strain of coronavirus circulating in the country now came because of travelers from the U.S. and Europe. She stated in a briefing that they "had many arrivals from Europe and the U.S. in March and April, and the virus imported then is now driving community transmissions."
    • Israeli officials announced that they would reimpose coronavirus restrictions due to a recent surge in cases. The measures include immediately closing public gathering places and restricting restaurants to only 20 people or less. 
    • The Louvre museum in Paris reopened its doors this morning, limiting visitors to no more than 1,000 at one time.  

     

    State Update 

    • West Virginia Governor Jim Justice announced that residents will be required to wear facial coverings inside all buildings, especially when social distancing isn't feasible. However, the measure is completely based on voluntary compliance, with no punishments enforced if residents choose not to abide by the rules.
    • Connecticut Governor Ned Lamont announced that the state is pausing their plans to move forward to phase three of the state's reopening plan. 
    • Mississippi Governor Tate Reeves announced that he and his family have been tested for COVID-19 after he was in contact with a large number of state legislators that have tested positive for the virus.
    • Miami-Dade Mayor Carlos Gimenez signed an executive order reclosing the county's indoor dining service at restaurants, gyms and fitness centers, party venues, short-term rentals, and more – effective this Wednesday.


    Economic Update

    • U.S. stocks ended positively today, with all three indices reporting gains. The Dow Jones Industrial Average rose by 1.8%, the S&P 500 by 1.6%, and the Nasdaq Composite by 2.2%.
