new general policy in addition to our 2-round-2-reviewer policy. In principle, each reviewer offers 3 major suggestions, and the AE synthesizes all suggestions and provides 4 major comments for the authors to address (when a submission is invited for revision). This way, the final decision can be reached faster. See:
